David Mohebbi – President and Chief Operating Officer

David started his transportation career as a local Maryland taxi driver in the late 1970’s while completing his degree in computer sciences. Since then he has managed a number of successful taxi and transportation business. He also established and managed a successful car dealership in the 1990’s and subsequently sold it to one of the largest car dealerships in the region while maintaining an executive management role.

 

David joined Regency as President in 2006 (also serving as President for Challenger Transportation, a Paratransit and sister company with some strategically blended operations).  Since David took the reins of Regency Cab, he has led a dramatic expansion and improvement of customer service, fleet, dispatching, reservations, and revenue of the company. David has also propelled the company to the forefront of Taxi technology with smart dispatch and in vehicle device integrations improving customer service, efficiency, and stability of the company. Date designed and implemented the areas first taxi/paratransit school for drivers “Challenger University” (CU). CU, approved by WMATA holds intensive, targeted, and in depth training classes with a focus on safety and customer service for our transportation companies.

 

By the time of this submission, CU will have held its 100th class.  In total, David has in excess of 30 years in the transportation industry of which the last six (6) years have been leading Regency Taxi, INC. 

 

Michael Healy – Senior Vice President

Mike started in the Maryland taxi industry as a driver in 1975. Mike worked his way up through the industry and was an original Founder of one of the areas Taxi companies. Mike is an experienced senior level taxi manager in the Maryland taxicab industry for 15 years and in the taxi industry for more than 30 years.  Mike joined Regency in 1997 and has been a part of our local success story ever since.

 

Victor Delca – General Manager

Victor is a Retired Naval Officer with the leadership, discipline, and organizational skills. Victor has more than five (5) years experience managing a taxi company with in excess of one-hundred taxis, dispatcher controlled twenty-four (24) hours a day three-hundred and sixty five (365) days a year. Victor speaks to almost every driver, every day! Victor ensures that the service we provide exceeds your expectations every time.
